Homelessness in Kent County In Kent County, homelessness is increasing. In 2018, the Housing Alliance reported that 22.8% of the state’s homeless population resided in Kent County. Kent County also has a rising proportion of renter households, now comprising 31% of all households, or over 19,000. Of these, 73% of those with incomes at or below AMI, represent 26% of all renters. More than 50% of Kent County tenants are cost burdened, paying more than 30% of their income for rent.
